The Our Faith, Our Children, Our Future School Tuition Organization (STO) sponsored by the Archdiocese of Dubuque combined with local assistance programs AND Education Savings Accounts (available to all students regardless of family income in 2025-2026) offer expanded opportunities to help families afford the Catholic School of their choice.
STO and ESA programs are available to both Catholic and non-Catholic families.

The Students First Act, introduced by Governor Reynolds and signed into law on January 24, 2023, makes state funding available to support the success of every K-12 student in Iowa. The bill establishes a framework and funding for education savings accounts, which may be used by eligible families to cover tuition, fees, and other qualified education expenses at accredited private schools in Iowa.
Parents who choose to enroll their eligible children in an accredited private school will receive an amount equal to the per pupil funding allocated to public school districts for the same budget school year ($7,826 for the 2024-2025 school year). Funds will be deposited into an education savings account (ESA) to be used for tuition, fees, and other qualified education expenses as specified in the legislation.
ALL K-12 students in Iowa regardless of income will be eligible to receive ESA's.

Xavier cannot and will not become a school available to only those who can afford the full tuition. The Our Faith, Our Children, Our Future School Tuition Organization (STO) sponsored by the Archdiocese of Dubuque combined with Xavier’s local assistance program offer expanded opportunities to help qualifying families afford the Catholic School of their choice. This STO Program is available to both Catholic and non-Catholic families.

IMPORTANT NOTES ABOUT INCOME GUIDELINES:
Xavier Catholic Schools also have local assistance programs at each XCS school. It is open to members of our supporting parishes, not just those who qualify for the Our Faith, Our Children, Our Future STO. These funds are available to assist families who make Xavier Catholic Schools their choice for Catholic education. This program is in addition to other forms of assistance (STO and ESA), and families can qualify for one or both. Families apply for local assistance by first applying for STO assistance via FACTS Management.
Xavier Catholic Schools and the Archdiocese of Dubuque are committed to making sure Catholic education is available to families who desire it for their children. Our schools will not become a school available to only those who can afford the full tuition. To that end, tuition at Xavier Catholic Schools is subsidized by our partner parishes for families who are active in their parish. Our schools have supporting parish and out-of-parish rates.
